The Matsuwaka-gumi, a union formed by consolidating yakuza organizations across 12 prefectures in Eastern Japan. Its executive committee had run amok and become utterly corrupt for their own gain. Concerned by this, Hayashi (Kazuyoshi Ozawa), the Matsuwaka-gumi's second-in-command and chairman of the Tatsumi-kai, rose up alongside Tatsumi-kai's second-in-command, Taito (Kazuki Namioka), to rebuild the Matsuwaka-gumi.
